Definition: In Canada, a returning officer is responsible for the preparation and conduct of an election in a specific electoral district. Returning officers for federal elections are appointed by governor in council.

While in office, a returning officer may not knowingly engage in politically partisan conduct, and may not
  • make a contribution to a political candidate or political party

  • belong to a political party

  • be an employee or hold a position in a political party.
