Definition: A single transferable vote or STV system is a type of proportional representation electoral system. In a single transferable vote system, voters rank candidates in their order of preference by numbering the candidates on the ballot. The candidates with the highest preferences are elected.
The British Columbia Citizens' Assembly on Electoral Reform recommended a version of the single transferable vote system - the BC-STV - as the best electoral system for the province of British Columbia. The proposal was defeated in a BC referendum in May 2005.
