BC-STV

Definition: The BC-STV is the form of single transferable vote electoral system recommended by the British Columbia Citizens' Assembly on Electoral Reform as being the best electoral system for British Columbia provincial elections.

With The BC-STV system, the total number of British Columbia MLAs for the province would remain at 85. The number of electoral districts in the province would be reduced to 20 geographically larger districts, but voters could elect more than one MLA in an electoral district. Instead of marking ballots for a single candidate, voters would number their preferences for as many candidates as they wish. An electoral quota would be calculated to determine the number of votes needed to win in each electoral district and the second, third and additional preferences of voters would be transferred to decide who is elected.

On May 17, 2005, BC electors voted in the 2005 BC Referendum on Electoral Reform to decide if the province should change to the proposed BC-STV electoral system for British Columbia provincial elections. The referendum did not receive enough votes to change the system and British Columbia stayed with the first past the post electoral system.

A second referendum on the BC-STV electoral system will be held in conjunction with the 2009 British Columbia general election on May 12, 2009.
